PROJECT:         COMMERCIALIZATION OF THE ROMANIAN BLACK SEA PORTS
CLIENT:            MINISTRY OF TRANSPORT OF THE GOVERNMENT OF ROMANIA
DATES OF SERVICES PROVIDED :  1999 - 2000

 

Consultancy services provided to EBRD in cooperation with GIBB UK and ADK SA of Greece. The client was the Ministry of Transport of the Government of Romania, who expressed the interest to engage Consultants to assist to the preparation of the Romanian Ports Commercialization Enhancement Programme. The cost of the Project was financed by funds made available to the European Bank of Reconstruction and Development from the EU PHARE Programme, while the Ministry of Transport was the Executing Agency for the Project.
The Programme's tasks included:

  1. Definition of the objectives and methodology for the commercialization enhancement of the three largest Romanian ports (Constanta, Midia and Mangalia) and the potential for greater private sector involvement. The commercialization enhancement plan included an assessment of the likelihood level of international interest in the prospective tenders, defining the objective and methodology for the commercialization of the three ports and investigating alternative models for port privatization.

  2. Assessment of the likely level of international participation in prospective tendering, Study alternative development models for port privatization.

  3. Definition of the methodology to proceed (joint venturing, BOT, BOO etc).
  4. Study alternative development models for port privatization. 
  5. Execution of the economic, technical and legal due diligence necessary in order to prepare comprehensive tender packages.

  6. Preparation of tender packages together with supporting guidelines for the commercialization process, including recommendations for a legal framework presented to the Romanian Ministry of Transport.

  7. Support of the tender process from an initial marketing phase through pre-qualification, the tendering, tender evaluation and contract negotiations and execution.
