The European Bank for Reconstruction and Development contemplates financing the construction of a terminal facility for the transshipment of heavy fuel oil from onshore tanks to vessels via underwater pipelines at Feodosia Port in Crimea, Ukraine. The facility, once completed, is estimated to have a working capacity of 2 million tons p.a. of heavy fuel oil products and mazut.

Triton acting as a Consultant to the Bank carried out an overall review of the port sub-sector in Ukraine by examining the dynamics of the market, as well as an analysis of all transport sector related aspects of the project (i.e. train haulage, heavy fuel unloading procedures and tank storage and vessel loading), the logistics and sector risks associated with the investment.

The Consultant evaluated the Business Plan, analysed the assumptions of the Financial Model developed by the Borrower, and assisted the Bank on matters regarding the loan eligibility of the project
