PROJECT: Multi Purpose / Intermodal Terminal project at the port of Ventspils in Latvia
CLIENT: European Bank for Reconstruction and Development
COMPLETED: MARCH 2000

Scope of the project was the construction by a Container and a General Cargo Terminal at the Port of Ventspils, in Latvia stevedoring consortium NNVT under a concession scheme funded by EBRD.
 

TRITON Consulting Engineers in association with ADK SA of Greece and PLANCENTER of Finland provided technical and financial services as Lender's Monitors. The following services were provided in two stages:
 

 

1st Stage : Due Diligence
- Review of the project's Business Plan and its conformity with the Loan Agreement's investment schedule.
- Technical assessment of the project's infrastructure design.
- Inspection / assessment of the existing assets (buildings, road / railworks, utility networks etc.)
- Verify suitability of existing infrastructure components for integrated on with the new facilities.
- Identify key environmental issues associated with the terminal operations and highlight major areas of concern (i.e. soil bearing capacity, noise protection of adjacent residential areas etc.
- Carry out cashflow analysis to identity the short and medium term needs of the operations of two terminals, determine variable and fixed costs associated with them, review the 10-year cost projection and combined demand,

2nd Stage : Monitoring services of the Project implementation
Lender's Monitor tasks during construction comprised of:
 

- Oversee the construction of marine and onshore works for the container and general cargo terminals and their related facilities i.e. sheds, loading and storage areas, road and railworks, administration building, workshops, storehouse etc.
- Review and approve purchase procedures of equipment and facilities i.e. container crane, general cargo crane, forklifts, tractors, trucks and other vehicles, repair and maintenance plant and equipment, auxiliary power unit etc.
- Oversee implementation of environmental, health and safety requirements
- Verify establishment a fully computerized product handling and storage system.
- Oversee the site Engineer's supervisory team, check the quality control procedures.
- Approve loan disbursements.
- Review the project's commissioning procedures
